The goal of the new Country Programme of UNICEF in Serbia will be to support national efforts to accelerate the Sustainable Development Goals, advance child rights in Serbia, implement key reforms in line with the European Union accession requirements. UNICEF Serbia will support national efforts through policy and expert advice, targeted capacity-building, advocacy for child-focused policies, budgets and plans, and leveraging of public and private partnerships for greater scalability and impact, with a focus on the most vulnerable and marginalized boys and girls.

?
Under the direct supervision of Deputy Representative, the Planning, Monitoring and Reporting Officer provides professional support throughout the programme cycle in preparing, coordinating, managing and implementing a variety of technical tasks that contribute to design, planning, implementation, monitoring and reporting on UNICEF programmes to ensure that programs are designed for maximum impact for children, leaving no child behind.
Key Responsibilities And End-results Expected
- Programme monitoring effectively and systematically conducted to improve country programme performance, and programme status reports timely prepared for senior and country management teams, both for regular programme and emergency response.
- Rights-based and results-based programming approach fully incorporated into all phases of programme and projects processes, and data-driven analysis is provided for effective and evidence-based policy making, prioritization, planning, and development both for regular programme and emergency response.
- UNICEF staff and partners are provided guidance, tools and resources to effectively plan and monitor programmes to achieve intended results for children.
- Rights perspective and advocacy at the community and family levels incorporated in policy analysis for establishing and elevating UNICEF's credibility in national and international policy debates.
- Effective public partnerships and collaboration achieved and strengthened around effective, evidence-based programmes for advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.
- Effective information sharing, ensuring alignment of UNICEF's planning and monitoring frameworks with UNCT priorities, and contributing to joint monitoring and reporting mechanisms in line with the UN Sustainable Development Cooperation Framework (UNSDCF).

Minimum Requirements
- Education: A university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
- Work Experience: At least one year of relevant professional work experience in programme planning, development, and implementation, including monitoring and statistics activities.
- Skills: Familiarity with Results Based Management, costing and budgeting.
- Language Requirements: Advanced level of English and fluency in Serbian.
Desirables
- Experience of working with data and statistics, e.g. households and panel surveys, large datasets.
- Experience in applying methodology of Programme Monitoring theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. They will retain their fixed-term entitlements but will not hold a lien to their abolished post. The conditions of a temporary assignment, including relocation entitlements, will depend on the status of the staff member's original appointment and may be limited in accordance with applicable UNICEF policies, procedures, and practices in force.
