Regional Public Relations Officer

Context
The ICRC is a neutral, independent and impartial humanitarian organization that seeks to protect and assist people affected by armed conflict and other situations of violence. It is present in more than 80 countries around the world, and part of the International Red Cross and Red Crescent network.

The Europe and Central Asia (EURASIA) Region hosts multiple armed conflicts, and the ICRC has a long-standing operational presence to address the humanitarian consequences of conflict. States and other actors of influence within the region further have a pivotal fundraising and diplomatic influence on the ICRC's operations globally. With the ongoing reshaping of the global humanitarian landscape challenging many norms, effective public positioning on institutional and operational priorities is a critical enabler of neutral, independent and impartial humanitarian action.

Purpose
We are looking for a dynamic and dedicated individual to drive impactful public communication for the Europe and Central Asia Region that contributes to building trust, acceptance and support for the ICRC. As part of the Regional Resource Network and the Regional Communication Team for EURASIA Region, s/he leads in development and implementation of public communication strategies that effectively position the ICRC's operational priorities as well as the institution on thematic issues of concern.

General Role Description

• Lead Public Communication: Spearhead the public communication strategy for the EURASIA Region. Advise and contribute to our external engagement and digital strategies.
• Media Outreach: Develop and implement proactive media strategies.
• Global and Regional Media Liaison: Act as the primary focal point for media inquiries related to our operations in the EURASIA region in coordination with ICRC Delegations.
• Crisis Media Management: Support global media management during crises.
• Messaging and Media Plans: Create and manage messaging and media plans to enhance our public profile in the EURASIA region.
• Journalist Coordination: Organize interviews, provide quotes, and brief journalists on our operations and priorities.
• Communication Opportunities: Set up and manage opportunities for senior leaders to highlight our operations and objectives during field visits.
• Story and Content Development: Pitch story ideas and engage with key media to develop long-term content partnerships.
• Multimedia Campaigns: Collaborate with digital communication teams to create impactful multimedia campaigns.
• Acts as a spokesperson.

Certifications / Education Required

• University degree (preferably masters) in field(s) relevant to the role such as communication, journalism and/or public relations.
• Fluency in written and spoken English. High level of written and spoken German or Russian are a strong asset.
• Excellent digital literacy (MS Office, CRMs, Business Intelligence Tools, social media, etc.)

Desired Skills And Competencies

• Minimum 8 years' work experience in media relations and content generation preferably in a humanitarian organization or media outlet covering humanitarian issues.
• Proven experience in developing and implementing media relations and communication strategies.
• Confirmed capacity to write powerful narratives and tell compelling stories.
• Strong monitoring and analytical skills and ability to translate complex information into clear and powerful messages in English.
• Excellent public communication skills and sound knowledge of media environment.
• Proven experience in audio-visual content generation (photography and video). AV editing skills (Adobe Premier Pro, Final Cut Pro) a strong asset.
• Confirmed digital communications skills.
• Strong and existing professional and personal networks across Europe and Central Asia, and the ability to curate and maintain new professional networks.
• In-depth knowledge of and familiarity with Europe and Central Asia and current affairs.
• High degree of initiative and organization, ability to work with limited supervision as well as strong priority-setting skills.
• Proven capacity to work in a stressful environment and follow tight deadlines.
