About Alternative Consulting (AC)
Alternative Consulting (AC) is a Belgrade-based government consultancy with a considerable presence in the market of service contracts funded by the EU in accession countries. We specialize in the implementation of framework and Technical Assistance (TA) projects funded by the EU. AC provides strong project management skills, local presence, and thorough knowledge of the local context, particularly regarding the EU accession process. AC is especially involved in projects supporting environmental approximation, governance, and capacity building of public administration in the Western Balkans and more generally in EU accession countries.
Our office is based in Belgrade and our team collaborates closely with the Paris-based consultancy, Expertise Advisors. Through the collaboration with Expertise Advisors, we are involved among others, in numerous assignments funded through the EC framework contracts SEA 2023.
Your Role
You will contribute to the management of EU IPA technical assistance projects, ensuring efficient, compliant, and results-focused implementation from our Belgrade office. This role combines project delivery with financial oversight as well as a contribution to the bid preparation process.
Key Responsibilities
• Project Delivery & Compliance: Oversee mobilization, start-up, and day-to-day management of assigned projects. Ensure strict compliance with PRAG (and other donor) procedures and EU visibility requirements.
• Coordination: Act as a liaison with contracting authorities, beneficiaries, and consortium partners. Coordinate operational and technical support provided by the Belgrade team.
• Advisory & Quality: Maintain high-quality standards for all deliverables and reporting.
• Financial Control: Manage project budget control, expenditure tracking, invoicing, and adherence to donor rules.
• Business Support: Support new business opportunities, recruit high-quality experts, and contribute to internal knowledge management.
**Candidate Profile
Requirements:**
• University degree in a relevant field (e.g., law, economics, public administration, engineering);
• Living experience abroad (Master degree obtained abroad for example) would be an advantage;
• 3+ years of project management experience on EU-IPA-funded technical assistance or other donor-funded projects in the Western Balkans.
• Experienced with EU or other donors' applicable procurement and contractual procedures;
• Experience in working with IFIs such as EBRD or EIB would be an advantage;
• Excellent written (good report drafting skills is required) and spoken English and Serbian;
• Ability to travel domestically and regionally;
• Proven ability to work in a complex, multi-tasking environment;
• Thematic experience in sectors such as, among other, environment, climate change, energy or EU accession law would be an advantage;
• Ability to speak French or any other additional language would be an advantage.
