Job Description

Vice President - Procurement and Contracts
plays a key role in establishing and leading the company's procurement and contracting function. The position is responsible for developing and implementing procurement strategies, engaging key consultants and partners, and ensuring the execution of efficient and transparent tenders and contracts. This role is essential for ensuring strong and accountable procurement practices that support the delivery of complex development projects, with a focus on design and innovation.

Key Responsibilities:


• Develop and implement procurement policies, procedures, and governance structures from the ground up


• Define category-based sourcing strategies: professional services, construction, design, consultancy services


• Establish and manage appropriate procurement systems (manual or ERP-based)


• Ensure compliance with international best practices and audit requirements


• Manage the engagement process of international and regional consultants in key disciplines


• Collaborate with senior management on needs identification, RFP preparation, evaluation, and negotiations


• Ensure cooperation with firms that share the company's design-oriented and innovative vision


• Develop and standardize contract templates, including FIDIC and other forms for services, works, and consultancy


• Work closely with the legal team to ensure commercially balanced and legally compliant contracts


• Lead negotiations with key suppliers and service providers


• Promote transparency, ethics, and good corporate governance across all procurement activities


• Manage risks related to procurement and contract administration


• Define control mechanisms and approval matrices in cooperation with GRC, finance, and internal audit


• Work closely with design, development, legal, and finance departments to accurately identify needs


• Support accelerated procurement processes in a dynamic environment without compromising quality


• Build and manage an efficient procurement and contracts team aligned with the company's portfolio


• Define key responsibilities and performance indicators (KPIs)


• Mentor junior team members and foster a culture of accountability, precision, and service excellence

Qualifications:


• Degree in engineering, business, or a related field; a master's degree or professional certifications (MRICS, CIPS, PMP) are an advantage


• Over 15 years of experience in procurement and contracting within real estate, construction, or infrastructure sectors


• Experience in establishing procurement functions in early-stage environments (startup, greenfield)


• Strong experience in managing procurement for international consultancy and technical services


• Knowledge of FIDIC and similar contract standards


• Strategic capabilities in supply planning and contract negotiation


• Strong ability to manage procurement systems and business processes


• Understanding of legal and regulatory frameworks related to contracts and public procurement
