Job Description
Chief Business Support Officer (CBSO)
plays a key role in providing strategic and operational leadership across all corporate support functions – including Human Resources, Information Technology, Administration, and Non-Project Procurement. This position is crucial in shaping the organizational culture, building efficient internal systems, and establishing the infrastructure necessary to achieve high performance.
The CBSO ensures not only effective, compliant, and digitally advanced business support but also plays a vital role in building a modern and attractive organizational culture. The goal is to attract and retain both local and international talent, provide a modern working environment and IT systems, and support the CEO in strengthening the company's reputation and visibility in the market.
KEY RESPONSIBILITIES
Human Resources and Organizational Culture
- Collaborate with the marketing team to develop and implement employer branding and communication strategies, positioning the company as an attractive employer and promoting Benghazi as a desirable destination for international professionals.
- Design and apply modern HR policies, reward systems, and work practices aligned with regional leaders such as the UAE and Saudi Arabia to attract highly qualified professionals.
- Oversee all HR functions: recruitment, performance management, benefits, employee relations, and training & development programs.
- Promote a culture of high performance, engagement, and professional growth.
- Ensure HR policies are compliant with labor laws and aligned with business needs.
- Lead initiatives for succession planning, talent development, and organizational change.
Information Technology (IT)
- Define the strategic direction for IT infrastructure planning, development, and maintenance, including security systems and business applications.
- Oversee implementation and optimization of business systems (ERP, HRIS, collaboration tools).
- Lead digital transformation initiatives to enhance efficiency, analytics, and data-driven decision-making.
- Ensure effective IT governance, business continuity plans, and risk management.
Administration and Work Environment
- Manage all administrative company functions: office space, assets, travel protocols, and internal logistics.
- Ensure a safe, functional, and modern working environment.
- Supervise document management, internal logistics, and daily office operations.
- Support internal events, communication, and team coordination.
Non-Project Procurement and Logistics
- Oversee the procurement of goods and services not directly related to projects (e.g., office supplies, IT support, consulting services).
- Ensure transparent, efficient, and cost-effective procurement processes with clear contract terms and SLA indicators.
- Collaborate with legal and finance departments on contract management and vendor compliance.
Strategic Development and Oversight
- Develop annual budgets and operational plans for support functions, measuring performance against defined KPIs.
- Identify opportunities for cost optimization, process improvement, and cross-functional collaboration.
- Contribute to executive-level strategic decisions regarding workforce planning, efficiency, and organizational development.
- Ensure all support functions comply with internal procedures and regulatory frameworks.
- Promote standards of business ethics, data protection, and responsible governance.
- Provide support to internal audit and risk management (GRC) functions.
Executive Leadership and Representation
- Serve as a key advisor to the CEO on internal organization, culture, and the company's international positioning.
- Represent support functions in communication with the board, partners, and investors.
- Participate in strategic meetings, sessions, and company presentations.
Team Leadership and Development
- Build and lead high-performing teams across HR, IT, administration, and procurement.
- Promote a culture of teamwork, accountability, and high-quality service delivery.
- Mentor and develop future leaders within the organization, ensuring continuity and growth of business support operations.
QUALIFICATIONS AND EXPERIENCE
Education and Experience
- University degree in Business, Human Resources, Information Systems, or related disciplines (Master's degree preferred).
- Minimum of 15 years of relevant experience, including at least 5 years in senior leadership roles in business support.
- Proven experience in digital transformation and cross-functional process improvement.
