Job Description

HR Director
will be a key figure in the strategic and operational development of the HR function within a newly established, influential real estate development company headquartered in Benghazi. As a member of the executive management team, this role plays a central part in shaping the company's recruitment strategy, organizational culture, and positioning as an attractive employer.

Due to the limited availability of qualified professionals in the local market and regional competition, the company seeks a leader with international experience, strategic vision, and strong cultural sensitivity — capable of attracting, developing, and retaining top talent both locally and abroad.

KEY RESPONSIBILITIES

Human Resources Planning and Management

  • Develop and implement a comprehensive recruitment strategy targeting both local and international labor markets
  • Lead recruitment, selection, employer branding, and onboarding processes
  • Actively represent the company at professional forums, universities, and international job events
  • Develop strategies to address talent shortages in the local market

Organizational Culture Development and Change Management

  • Collaborate with the executive team to shape and nurture an inclusive, value-based organizational culture
  • Initiate programs that foster employee engagement, belonging, and motivation
  • Support company transitions and growth phases through structured HR initiatives

Compensation, Benefits, and Retention Systems

  • Design a fair and competitive reward system aligned with local conditions and international standards
  • Conduct market analyses to ensure salary and benefits competitiveness
  • Manage bonus systems, incentive programs, relocation, and key talent retention

HR Operations and Regulatory Compliance

  • Establish and optimize HR policies and procedures in line with current legislation and best practices
  • Manage performance reviews, disciplinary actions, employee grievances, and absences
  • Ensure employee data protection and compliance with privacy regulations

Learning, Development, and Succession Planning

  • Design and implement training, leadership development, and skill enhancement programs
  • Identify potential leaders and plan succession for key positions
  • Promote a culture of continuous professional development and learning

Support for International Workforce

  • Develop support programs for foreign professionals, including relocation, housing, and family integration
  • Actively contribute to positioning Benghazi as an attractive destination for international talent

HR Team Development and Leadership

  • Build and lead a professional HR team through recruitment, mentoring, and development
  • Foster a culture of high standards, professionalism, accountability, and continuous improvement

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education and Certifications

  • Bachelor's degree in Human Resources, Management, Psychology, or a related field
  • Master's degree in Human Resource Management, Organizational Development, or Leadership preferred
  • Internationally recognized HR certifications (e.g., SHRM-SCP, CIPD, HRCI) are an advantage

Professional Experience

  • Minimum of 12 years of HR experience, including at least 5 years in a senior leadership role
  • Proven experience in building HR systems and teams from the ground up
  • Experience in international recruitment and working with multicultural teams
  • Background in real estate, infrastructure, or large-scale projects is a plus

  • Excellent presentation and communication skills
  • Cultural sensitivity and ability to work in a multi-ethnic environment
  • Integrity, ethics, and discretion in handling sensitive matters
