1. Job Purpose

The Director – Human Resources will be a strategic and operational leader responsible for building and leading the HR function of a newly established, high-impact real estate development company in Benghazi.

Key responsibilities include shaping the organization's talent strategy, culture, and employer brand. The role demands a creative, globally minded, and culturally sensitive leader to attract, retain, and develop a high-caliber workforce. The Director will serve as the public face of the Company's recruitment efforts domestically and internationally, collaborating closely with the CBSO and CEO.

Job AttributeResponsibilitiesTalent Acquisition & Workforce Planning
Develop and execute recruitment strategy targeting local, regional, and international talent. Lead all recruitment activities, employer branding, candidate outreach, assessment frameworks, and onboarding. Represent the company in professional forums, academic partnerships, and international recruitment campaigns. Address talent shortages in Benghazi and Libya.
Organizational Culture & Development
Collaborate with CBSO and CEO to define and embed an inclusive company culture. Design employee engagement initiatives and drive change management to support growth and evolution.
Compensation & Benefits
Develop competitive compensation and benefits frameworks aligned with Libyan and international standards. Conduct market benchmarking. Oversee bonus structures, allowances, relocation packages, and retention tools.
HR Operations & Compliance
Set up and improve HR systems, policies, and processes ensuring compliance with Libyan labor law and international standards. Establish performance management, disciplinary, grievance, and leave systems. Maintain secure employee data.
Learning, Development & Succession Planning
Lead training and development programs, identify high-potential talent, and establish succession pipelines. Promote a learning organization ethos.
Expatriate Workforce Management
Design strategies and support systems for expatriate professionals, including relocation, housing, family integration, and cultural onboarding. Help position Benghazi as a professional and rewarding destination for international employees.
Team Building & Leadership
Build and lead a high-performing HR team. Mentor HR professionals across recruitment, learning and development, compensation and benefits, HR operations, and employee relations. Foster accountability, service excellence, and continuous improvement.

4. Qualifications, Experience & Competencies

Qualifications & Experience:

  • Bachelor's degree in HR, Business Administration, Psychology, or related field. Master's preferred. Professional HR certifications (SHRM-SCP, CIPD, HRCI) advantageous.
  • 12+ years progressive HR experience, with 5+ years in senior leadership.
  • Proven experience in building HR teams and frameworks.
  • Experience in international recruitment and expatriate workforce management.
  • Exposure to real estate, infrastructure, or large-scale development sectors is a plus.
  • Experience in dynamic, cross-cultural, politically sensitive environments highly desirable.
  • Fluent in English and Arabic.
