Job Overview
As the core lead for the project's financial operations in Serbia, you will comprehensively oversee and manage all financial aspects of the Belgrade industrial land plot project. You will be responsible for ensuring the project's financial health, compliance, and capital efficiency. Core activities will revolve around project financing, government relations liaison, tax planning, construction cost control, and comprehensive financial management. This role requires candidates to possess outstanding professional competence, cross-cultural communication skills, and extensive experience handling complex financial matters within Serbia.
Key Responsibilities
1. Financing & Treasury Management:
- Serve as the primary liaison with local Serbian banks and financial institutions, leading the end-to-end project loan application process, including negotiating financing terms, preparing application materials, and coordinating post-loan management.
- Proactively identify, apply for, and manage all eligible EU and Serbian government subsidies, incentive schemes, and grants to maximize project funding.
- Be responsible for project cash flow forecasting and management, ensuring construction funds are sufficient and utilized efficiently.
2. Government & External Relations:
- Act as the main external point of contact for project financial matters, handling all relevant financial and tax procedures and official correspondence with Serbian government agencies such as the Tax Administration, Ministry of Finance, Ministry of Economy, and Investment Agency.
- Develop a deep understanding and interpretation of local Serbian laws, regulations, and policies concerning foreign investment, industrial park development, taxation, and subsidies; provide strategic advice to management.
- Maintain excellent relationships with banks, accounting firms, law firms, local consultancies, and other external partners.
3. Financial Accounting & Compliance:
- Take full responsibility for the accounting operations of the Serbian project company, ensuring records comply with Chinese Accounting Standards (CAS), International Financial Reporting Standards (IFRS), and local Serbian accounting requirements.
- Manage daily payment processes including accounts payable, employee reimbursements, and cost payments; establish strict approval and internal control systems.
- Oversee monthly, quarterly, and annual financial closing processes; prepare financial statements and management reports.
4. Taxation & Compliance:
- Assume full responsibility for all tax matters of the project company, including tax registration, filing returns, tax accounting, deductions, and final settlements (e.g., Corporate Income Tax, VAT, Property Tax).
- Conduct scientific tax planning to reasonably control tax costs and identify/mitigate tax risks.
- Assist in handling tax inspections, audits, and other compliance reviews.
5. Budgeting & Cost Control:
- Lead the preparation, updating, and monitoring of the project's overall construction budget.
- Track and analyze variances between actual project costs and the budget; provide early warnings and professional financial analysis to assist project management in cost control and optimization decisions.
- Establish and refine project financial approval workflows, ensuring all expenditures are within authorized limits and the budget.
Qualifications
Essential Requirements:
- Education:
Bachelor's degree or higher in Finance, Accounting, Economics, or a related field. - Professional Certification:
Professional qualifications such as CPA, ACCA, CMA, or a local Serbian equivalent (e.g., SRA) are highly preferred. - Language Skills:
Native proficiency in Chinese (Mandarin)

Excellent command of English
(written and spoken), sufficient for fluent negotiations with government bodies and banks. Knowledge of Serbian language is a significant advantage. - Experience:
Minimum 8 years of relevant finance experience, including at least 3 years in a financial management role within Serbia, either at a local company or a Chinese entity stationed in Serbia. - Local Experience:
Proven experience
successfully handling corporate loan applications with Serbian banks
and
independently dealing with various Serbian government agencies (e.g., Tax, Commerce departments) is highly preferred. - Industry Experience:
Prior experience in real estate, construction, manufacturing, or industrial park development project finance is preferred. - Technical Skills:
Proficiency in Serbian tax regulations and financial standards. Strong skills in mainstream financial software and ERP systems (e.g., SAP, Oracle) and MS Office.
